Business Operations - McClellan, CA - Full Time

Humboldt Pacific LLC is looking for a highly experienced Operations Manager to join our small, “family first” company. 

Humboldt Pacific LLC is a fuel transport company that safely transports bulk fuel (Jet A, JP8, AVGAS & Kerosene) and other petroleum commodities throughout California, Nevada, Idaho, Washington, and Oregon. Our focus is in the transportation of bulk aviation fuels, however, we also specialize transport a variety of other petroleum-based products such as Jet Fuel, Renewable Fuels, Marine Gas Oil, Ethanol, Diesel Exhaust Fluid (DEF), Biodiesel, Red Dye Off-road Diesel, AV Gas, Clear Diesel Fuel, Bunker Fuel, Gasoline, Heating Oils and Bulk Oils to commercial and private airports, aviation emergency response, agriculture and logging aviation, cardlocks, C-stores and military bases. In addition to our fuel transport services, we provide comprehensive flatbed transportation solutions for both hazmat and non-hazmat loads throughout California, Nevada, and Oregon.

SUMMARY
The Operations Manager is responsible for overseeing and coordinating the company's day-to-day interstate transportation operations, including fuel transportation, heavy-duty equipment hauling, dispatch, fleet utilization, driver performance, maintenance coordination, safety, compliance, customer service, and operational profitability. This position provides leadership and direction to ensure safe, efficient, and reliable operations while maintaining a high level of service to existing customers.  

In addition to managing daily operations, the Operations Manager is responsible for actively identifying, pursing, and developing new business opportunities that align with the company's capabilities and growth objectives. This includes identifying potential customers and markets, initiating contact, developing relationships, responding to customer needs, and working with company leadership to establish new business opportunities. The Operations Manager will facilitate the transition of new customers into active accounts by coordinating closely with dispatch, drivers, maintenance, accounting, and other applicable departments to ensure that operational requirements, rates, scheduling, equipment needs, documentation, and customer expectations are clearing communicated and properly implemented. 

The Operations Manager is expected to maintain strong relationships with both existing and newly developed customers, identify opportunities to expand services, and work collaboratively with leadership and internal departments to convert business opportunities into profitable, sustainable operations. This position serves as a key connection between customers, business development, dispatch, fleet operations, and company leadership. 

The successful candidate must demonstrate strong leadership, sound judgement, operational knowledge, business development skills, customer relationship management , and the ability to make timely decisions in a fast-paced interstate transportation environment. The Operations Manager is expected to lead by example, promote a culture of safety and accountability, identify opportunities for continuous improvement, and contribute directly to the overall growth and profitability of the company. 

PRIMARY RESPONSIBILITIES
Operations & Dispatch Management

  • Oversee daily transportation operations included but not limited to bulk fuel, aviation fuel, heavy equipment hauling, and additional logistics.
  • Coordinate assistance with dispatch schedules for drivers, equipment, and customer deliveries.
  • Coordinate dispatch schedules and job duties, and dispatch when necessary. 
  • Ensure efficient routing, load planning, and equipment utilization. 
  • Monitor operational performance and address service disruptions or delays in real time. 
  • Support after-hours and emergency operational needs. 

Driver & Fleet Management 

  • Supervise dispatch, drivers, and other operational staff. 
  • Assist dispatch with driver coaching, performance evaluations, and disciplinary actions when required. 
  • Ensure proper staffing levels and scheduling to meet customer demands while minimizing overtime. 
  • Supervise dispatch when monitoring driver logs, HOS compliance, ELD systems, and trip documentation. 
  • Coordinate with maintenance personnel to ensure fleet readiness and minimize downtime. 

Safety & Compliance 

  • Maintain compliance with FMCSA, DOT, OSHA, hazmat, and state and regional transportation regulations.
  • Ensure compliance with fuel transportation, tanker endorsement, and hazardous materials requirements. 
  • Lead safety meetings, incident investigations, corrective actions, and ongoing training initiatives. 
  • Monitor CSA scores, inspections, accident trends, and compliance metrics. 
  • Ensure permits and registrations, insurance documents, driver truck binders and driver qualification file remain current. 

Customer Relations

  • Maintain strong relationships with customers through profession communication and reliable service execution. 
  • Resolve operational issues, customer concerns, and service failures promptly. 
  • Collaborate with sales and management teams to support business growth and customer retention.  

Financial & Administrative Oversight 

  • Assist with budgeting, fuel management, operational cost controls, and profitability initiatives. 
  • Review operational reports, payroll inputs, driver hours, and billing documentation for accuracy. 
  • Identify opportunities to improve efficiency, reduce costs, and increase revenue. 

KNOWLEDGE AND SKILL REQUIREMENTS

  1. High school diploma or equivalent required; Associate’s degree or higher preferred.
  2. Minimum of three (3) years of operations experience required, preferably in transportation, logistics, fuel hauling, heavy equipment transportation, or a related industry.
  3. Experience managing 24/7 dispatch operations preferred.
  4. Knowledge of FMCSA/DOT regulations, hazardous materials transportation, fleet operations, and preventative maintenance practices preferred.
  5. Knowledge of heavy equipment transportation permitting and routing is a plus.
  6. Proficiency in Microsoft Office Suite (Outlook, Word, Excel, and Teams) required.
  7. Experience with transportation management, dispatch, or fleet software preferred.
  8. Experience with QuickBooks and general accounting procedures is a plus.
  9. Strong computer, internet research, data entry, and office equipment skills required, including copiers, scanners, and multi-line phone systems.
  10. Typing proficiency of approximately 50 words per minute preferred.
  11. Ability to quickly learn and adapt to new software, technologies, and operational processes.
  12. Excellent verbal, written, email, and telephone communication skills, including proper spelling, grammar, and professional business correspondence.
  13. Must be able to effectively speak, read, write, and understand English.
  14. Demonstrated ability to work independently, exercise sound judgment, and make timely, responsible decisions in a fast-paced environment.
  15. Exceptional organizational, time-management, and information-management skills, with the ability to prioritize and manage multiple tasks simultaneously while meeting deadlines.
  16. Strong analytical and problem-solving abilities, including the ability to analyze operational KPIs and implement process improvements.
  17. High level of accuracy, attention to detail, and commitment to quality work.
  18. Professional, dependable, and ethical conduct required, with strict adherence to confidentiality and company policies.
  19. Ability to remain flexible and effective in a rapidly changing operational environment.
  20. Strong customer service and relationship-management skills, with the ability to maintain positive working relationships with customers, vendors, drivers, and coworkers.
  21. Must maintain a professional appearance and represent the company in a positive manner when interacting with customers, regulatory agencies, vendors, and the public.
  22. Demonstrated willingness to pursue ongoing professional development and training to enhance job knowledge and performance.
  23. Working knowledge of preventative maintenance programs for Class 8 tractors, tank trailers, flatbeds, and heavy-duty equipment.
  24. Knowledge of DOT inspection, maintenance, and repair requirements under FMCSA regulations.
  25. Ability to identify maintenance trends and coordinate timely repairs to minimize fleet downtime.
  26. Experience scheduling and managing routine preventative maintenance and major repair activities.
  27. Ability to prioritize equipment repairs based on operational needs, safety requirements, and regulatory compliance.
  28. Knowledge of commercial vehicle inspection standards, including pre-trip, post-trip, annual inspections, and out-of-service criteria.

WORKING CONDITIONS

  • The Operations Manager works in a hybrid office and field environment within a fast-paced transportation and logistics operation. This position requires the ability to remain in a stationary position for approximately 50% of the workday while performing administrative and computer-based tasks. The employee must also be able to move throughout the office to access files, office equipment, and collaborate with team members. Frequent use of a computer, telephone, calculator, copier, printer, and other standard office equipment is required.
  • Regular visits to terminals, customer locations, maintenance facilities, repair shops, and job sites are required to oversee transportation operations, conduct routine maintenance inspections, monitor equipment condition, verify the quality and progress of repair work, and ensure fleet readiness and regulatory compliance. The position may require exposure to outdoor weather conditions, moving commercial vehicles and heavy equipment, fuel terminals, and maintenance shop environments. Appropriate personal protective equipment (PPE) must be worn when required.
  • Occasional travel is required. Due to the nature of the transportation industry, the position requires availability to respond to after-hours calls, emergencies, operational issues, equipment breakdowns, and other business needs outside of normal working hours.
